Of course, they want to because Head Start is a super-effective program and has especially stellar benefits to Hispanic and African-American children. While almost every Head Start kid benefits, these are the children who benefit the most. IIRC it's something like a 13 per cent improvement.

Trump operates in a black and white business mindset. So if the government is paying for something and no money is coming in to compensate them for those dollars it’s on the table to be cut.
