It is only speculation but these EO's may name:

Ford Foundation
Bloomberg Philanthropies
Gates Foundation
Open Society / Soros

+ other individuals admin sees as key progressive donors.

I seem to recall that coming out in one of the many books that were written about his 1st administration.
