Putin was from St Petersburg, let him worry about that.

St. Petersburg is the port that does almost 90% of Russian transportation, according to some accounts.

that to include any infrastructure in Russia. No electricity, water, natural gas in Moscow? So be it. This infrastructure keeps the Russian military complex moving, so it shouldn't be a problem from an ethical standpoint.
