(77,313 posts)Yes, if we were going by the Constitution. Some of us favor that strategy. There is the right for a president to take emergency action if the US is attacked, until Congress can have an emergency meeting. Many of us think the real emergency is found in the current White House. We think that Congress should have an emergency meeting now, to deal with the real threat to our country.

(7,862 posts)Article I, Section 8 of the U.S. Constitution assigns the right to declare war to Congress. But the last time that actually happened was at the beginning of World War II, when Franklin Roosevelt was president.
Since then, presidents have generally initiated military activities without having an official declaration of war in support of their actions.
OP - you can understand that the executive has the power to respond to a crisis without assembling Congress; however Congress has the sole power to cut off funding once the President initiates an action.
