3. Up to now, Iran didn't want nukes. Their leadership really didn't want nuke weapons. They want nuke energy.

The only nations to pre-emptively actually attack full on other sovereign nations have been the US and Israel. Once those they attacked retaliate, they are labeled the "attackers" or "terrorists." 9/11 was an attack on the US by renegade band of Islamists who wanted the US out of Islamic lands. It was not an attack by a sovereign nation.

By having one of these nuclear warheads land in say Tel Aviv?

Both countries are primarily interested in their own backyard. Russia is preoccupied with Ukraine and china is trying to keep their status as the world’s factory while trying to bully Taiwan and other countries in South east asia.

With 400 kg of enriched uranium Iran would be in a position to barter, rather than pay, for protection. The upside for them is that like Iraq, there would be no weapons of mass destruction to be found. Iran is able to present a valid argument to India, China, Pakistan, North Korea, and others that the aggressions of some players will not stop with Iran. You are next is the message they can easily sell, especially now that the US is not trusted by its once former allies..

for fairly obvious reasons, and it is not clear that China and Russia are "allies" with Iran. More like relationships of convenience.

Because we can pretty tell from where nuclear materials come from these days. Sort of like giving a gun everyone knows you have to someone you and everyone else know is unstable or likely to use it. It's a good way to get trouble with friend and foe alike, on alot of different levels.

...by the isotopic signature of the weapon. This is particularly easy if, God forbid, a nuclear device is actually used. The US (and most advanced nations) have intelligence agencies with specially equipped aircraft which can take air and fallout samples that make this a relatively simple task.

Also a ton of Russian air defence systems and aircraft.

This war drove Iran firmly into the Sino-Russian alliance, especially since it’s a member of SCO.
