Walmart Set To Lose Billions From SNAP Benefits Stopping in November

Source: Newsweek

Oct 27, 2025 at 12:42 PM EDT

Walmart could see a significant decline in consumer spending if the government suspends Supplemental Nutrition Assistance Program (SNAP) benefits as a result of the ongoing shutdown.

According to a June report from the market research data firm Numerator, Walmart accounts for roughly a quarter (24 percent) of SNAP shoppers’ total spending.

Given the estimated $100 billion spent by the government on the program annually—roughly $8.3 billion monthly—this would imply a loss of about $2 billion for Walmart if the benefits are withheld for the entire month of November. Newsweek has contacted Walmart through its website for comment.

Why It Matters

Now in its 27th day, the government shutdown that began on October 1 over expiring Affordable Care Act subsidies is now the second longest in U.S. history. Medicare, Medicaid and Social Security benefits are continuing despite the lapse in funding, but the suspension of SNAP payments is expected to significantly impact the more than 40 million Americans who rely on the program.

Retailers are all about quantity and scheduling. Can they cancel or reduce contracts from suppliers? And that will back up to manufacturers. More layoffs.

Of course the first month many might squeeze some spending out via various methods but this will have a bad ripple throughout the economy. And groceries make up over 72% of Walmart's gross in store sales.

Is a win / win / win program with a substantial multiplier effect….
Individuals are helped, communities are helped, stores/businesses are helped, farmers are helped….
There is really no downside to the SNAP program…. The republicans are playing a very cruel game

A 2020 U.S. Government Accountability Office (GAO) report found that an estimated 14,500 Walmart employees in nine states were receiving SNAP benefits,

So they benefit from snap on both sides of the equation.

foreclosed farms, kidnapped families and separations, gassing Americans on American streets, warrantless searches medical insurance and costs through the roof, murdering foreigners in International waters, threatening sovereign Nation's, a tenant demolishing our Whitehouse and the Gov't. shutdown at the behest of that tenant while erecting a ballroom in his own honor.

Also, I believe that statement to be a true Republican strategy and the Democrats should not give in.

about all the U.S. Corporations, who all were instrumental in getting Trump in office, are now feeling the effects of all this.

He already threw the farmers under the bus, then his ranchers, his voters, and now is also damaging these same corporations?????????

There are many industries that are gonna suffer because of Trumps actions......think about it.......The entire Health Industry, including the Pharmaceutical industry, the hospital industry, the health insurance industry........as well as the Automobile industry, the retail industry, and the food industries to name a few...........

If all they care about is money they'd act rationally. If all that needs to be done is take money out of politics, Republicans would become a normal political party and compromise with Democrats to govern? No. Power, ideology, when the brakes have failed going downhill, other things as well.

So $60 million profit lost, not $2 billion.

Moreover, that $2 billion figure assumes snap recipients will cut their Walmart spending exactly correlated with the flow of snap funds.

In reality, some will continue to shop at Walmart and cut back elsewhere (food before rent) and some of the spending would be covered later once the snap payments are restored (to some extent people will catch up on the spending they missed -- so the interruption may only affect timing, not total spending at Walmart)

He lives in the UK and he's just out of school (where he majored in politics and international relations... not economics) - so we should cut him some slack. But this is oversimplified beyond much value.

As you say - can he just asssume that SNAP recipients will stop buying food? The expectation is that recipients will be reimbursed the full amount once the government reopens. And what about the $6Billion/month that gets spent at other grocery stores? What if those SNAP recipients choose to offset their pain by shopping at cheaper stores (actually driving business TO walmart)?

And some states are covering SNAP payments (at least at first) when the federal taps dry up.
