That was the thing with Russian MIGs, supposedly they could land and refuel just about anywhere.

And therefore much thicker and stronger than regular highways.
I’d hesitate to try that in a different climate zone.

be used by the air force in a war with the USSR, and it would be more difficult for the enemy to bomb both lanes.

maybe a "test" highway. my impression is the US is the "worst" for excessive shoulder widths. everywhere in the world I have been (admittedly not that many countries, but a few) shoulders were narrow to nonexistent.
