If a door is being opened, he wants to pass thru it. Even if he was just out there 30 seconds ago.

It makes entertaining something as mundane as bringing in the groceries!

Ulthar Ynxpaht, Miss Katonic Neferkiti and The Grey Mouser, all littermates, the former two black and the latter a floofmonster grey tabby. I go through this all day, with Ulthar being the ringmaster, deciding that he wants treats and the others following along.

but then I remembered the consequences of not letting them out

One of my dogs is a mostly-blind, mostly-deaf, mostly-incontinent 14-year-old dachshund who has Cushing's Disease. Any morning I didn't wake up to carpet bombs is a win.

I don't just let Vincent out. I go with him.
So, no means no unless I'm sure he actually needs to do something.
Besides, he gets to run at the dog park once or twice a day, so it's not like he's stuck in the house all the time.
