I'll say Florence because of the glorious, magnificent art! I don't like Rome because it is too difficult to get around (at least for me) and it's usually just too frantic a pace. HOWEVER, the Vatican Museum is fabulous and I think anybody's life would be enriched by all of its magnificent architecture.
I was gobsmacked when I walked a route to the churches that held great masterpieces of art. (I did get a cab for the Oltrarno).

(179 posts)Rome and The Vatican, but Florence is so beautiful. Il Duomo!
You have to find a way to do both if possible.
Not much of a help

(73,046 posts)And, spent more time there. But, I liked Rome too.
I also very much liked Milan & Naples. (I've been to Italy 40 something times. So, I've seen a lot of the country, though nothing south of Naples. And, my family is from way south.)
Found Pisa charming; Genova friendly & good food, but found the brown water in the harbor weird.)
Also, really like Torino. Como was cool but it didn't "feel" as italian.

(37,070 posts)Florence is beautiful, but if you go to Rome, you can take side trips to Pompeii, Naples, and the breathtaking Amalfi Coast. Sorrento and Positano are amazing.
