Washington House of Representatives passes legislation to raise state's capital gains and estate taxes

A critical component of the Democratic revenue package supporting the 2025–2027 operating budget passed another important test in the Washington State House of Representatives today, winning approval from a constitutional majority of the chamber’s ninety-eight members after a spirited floor debate.

By a vote of 53–45, the House voted to pass Senate Bill 5813, which would increase the state’s capital gains and estate taxes. These taxes are paid only by the wealthy and are extremely popular with Washington voters. Over 64% of voters in last year’s presidential election voted to uphold the capital gains tax, while over 66% of voters in the 2006 midterms voted to uphold the estate tax nearly two decades ago.

Additionally, NPI’s research last month found that 60% of likely November 2025 voters favored increasing the capital gains tax on the wealthy.
