But, but, but they aren't a state either. Bernie-ites will scream conspiracy theory. I guess it is sort of like having an open primary where anybody can vote for whoever they want then.

At issue was a standard for reaching "viability." To win delegates, candidates must garner at least 15 percent support. While Sanders did not meet that threshold territory-wide, he did so in a district comprised of St. Thomas and St. John. The Sanders campaign argued that doing so should net him one delegate under the Democratic Party's rules.
"It's never been like that," Cecil R. Benjamin, the party chairman, said in a phone interview Sunday. "I don't know where they're getting that from."
