My own view of the sale of advanced chips to China is a little different. For instance, China has already managed to reverse engineer EUV lithography to produce chips from about 10-15 years ago. They will catch up quickly, this bad deal notwithstanding. Also, they've tended to focus on AO tech as a way to control their population, especially the urban population, people they view with more alarm than they view any sort of foreign threat. They know they're one organized uprising away from being paraded round with nasty placards around their necks before spending the rest of their lives swabbing out the urinals in Beijing's main railway station.

Plus, the present state of AI is being vastly oversold as a bogeyman. Then, of course, Fatso kicked the can down the road a bit since orders here are backlogged to 2028.
