Russia is mortgaging its economic future to finance Putin's war as oil revenue weakens, two-thirds of its regions face budget deficits, subsidized mortgages disappear, agriculture is threatened by diesel costs, and fuel shortages spread through Moscow, St. Petersburg, and dozens of other regions. Ukrainian strikes have damaged major refineries and logistics routes, forcing Russia to export raw crude for cash, authorize lower-quality gasoline, consider rare fuel imports, and strengthen air defenses around Moscow while the Kremlin loosens budget controls and considers lower interest rates that could deepen inflation. The evidence does not mean Russia will collapse tomorrow, but it shows a worsening long-term prognosis as the state sacrifices infrastructure, public finances, strategic resources, and civilian living standards to sustain the war.
