Sweet William, have I done something wrong?

I planted sweet William last fall from what were admittedly cheap seeds from the dollar store. I now have a healthy looking plant, but no sign of blooms yet. I seem to remember sweet William blooming all summer. Am I just misremembering? Is it a fall bloomer?

Most our flowers and vegetables are not growing due to the heat, roughly 15 degrees above normal since early June. The plants that were growing have been ravaged by grasshoppers. Our garden, except for the onions, is a bust.
