1) Why do only 1/2 of the fallen warriors get to go?

Why not 2/3rds, or 3/4ths, or 22/7ths (it is a magical place, so I've been told) or better yet randomly selected with no set quota.

and, are only the adherents to Norse mythology selected, what if you've never declared either way?
