How do I buy a supply of hearts?

I clicked on "buy valentine hearts here", but it only takes me to a page where I can get Star Membership.
There's a menu with prices there, but no button to purchase.

1. I thought it meant

that you pay to become a Star Member and can then send hearts to posters

At the bottom of the page with the prices are links to choose recurring payment or one time payment.

Even though I have 9 months to go on my star, I can renew for $10 and get ten hearts. Is that right?
