I am presented with information about 'Privacy and Transparency' and the requirement to choose either to 'Manage settings' or 'Continue with recommended cookies'. Every single time. It interrupts me continually. And yes, I'm signed in. Is there anything I can do about this?

1. Your browser or a security program might be blocking cookies or deleting them on browser exit.

Some settings are stored in a cookie. If that cookie is deleted, the settings are lost and the site will ask for them again.

Check in the settings of your browser to see if it's deleting them when it's closed. Firefox, for example, has a setting labeled "Delete cookies and site data when Firefox is closed" on the Privacy & Security tab, under Cookies and Site Data.

Security programs like Norton also often have settings either blocking them or deleting them periodically or when the browser is closed.

go into your browser settings and delete all cookies to do with Democratic Underground, save the changes, then log back in.

This seems to have fixed the issue for me (fingers crossed as I hit Post ...)
