New money can be directed to the ones they want to get kick backs or "favors". Always follow the $

(18,422 posts)4. Allocate former federal funds to the states because the locals know better how to disburse these limited educatio funds.
Then the Red state governors redirect the funds to their friends and families as educational consultants. The Red school districts, charter schools, and the religious schools get assigned the bulk of the funding.
The Blue districts, by design, end up with paltry funding so that those school districts are destined to become weaker and eventually fail due to severe funding cutbacks.
