I'm no lawyer, but in the Abu Ghraib torture and treatment in late 2003–early 2004, reports and photos emerged showing systematic abuse, torture, and humiliation of prisoners.
Abu Ghraib became a major catalyst for reexamining how detainees are treated globally, highlighting the urgent need to enforce, rather than simply possess, human rights laws. Still, it reinvigorated the enforcement of old rules and forced updates to military and political practices, especially regarding torture and accountability.
