My bet it that they have no real evidence.

On edit: If they had evidence in 2022 beyond "suspicion" why no charges then. My guess is that what they've got is weak.

Nevertheless, it is for the courts (which may deliver justice) and corrupt justice dept (which is not equipped for justice anymore).
