Yes people were able to vote for 2 candidates if they voted for at least one male while they could only vote for 1 candidate if they didn't, but that doesn't mean that the voters all did vote for a male candidate. Now, two male candidates did win here, but there are many probable scenarios in which that could happen here as well.
