On paper, sure. They can also impeach and remove him.

We're so used to actual power lining up with the legally specified powers, but in regime change, the power that can realistically, actually happen is the only power that matters.

Donnie knows this congress won't impeach him, ever. He knows even if he loses the house and gets impeached later, the senate will never remove him. So as a practical matter, Donnie can and will act like congress can't remove him because effectively, they do not have power to remove him.
