9. Could the state of California buy them, upgrade and keep them running with profits to go into the coffers?

I don't know how it works there. Trudeau bought the Trans Mountain Pipeline to ensure its survival in Canada, although that was Federal in Canada. Sometimes it is worth the money to keep the state working and access to oil.
