Considering the increased funding for ICE just passed in Trump's Budget Busting Bill, I suspect this treatment to be extended to NYC, Boston, Philadelphia, Chicago, Atlanta, Seattle, Portland (OR), San Francisco, San Diego, St. Louis, Minneapolis-St. Paul, Pittsburgh, Detroit, Austin, and New Orleans in the next 18 months. The executive branch will begin to harass cities he sees as being his opposition. If they push back too intensely, he will declare emergency powers and measures against them. If those cities opt to avoid the confrontation in order to deprive him of emergency measures, then he will see it as "being allowed" to do what he wishes. Trump would call that a win-win.
