10. The Bulwark has it exactly right

John Bolton is not a sympathetic character. However, this is not merely an attack on Bolton; it's another assault on the rule of law and our democracy that when strong protects all citizens from this sort of legal harassment. Bolton's case involving his book has already been litigated. Trump lost. Now he's determined to put the fear of God into his perceived enemies and all critics. if the law gets twisted in the process? More the merrier.
