Most districts are a lock for either the Democratic Party or the Rethugs. Congresscritters like it that way. But, if you adjust things enough, you get districts that become closer to swing districts, and in a wave election, it can be disaster. Sorry if this old baby boomer sounds paranoid, but I still remember the drubbing we got in 1980 with the Reagan wave, I never want to see that again.
