Yes, he's putting into place an excuse for martial law. But why now? I'm guessing that Trump''s deteriorating health is concerning to the puppet masters behind him (Miller, Hegsbreath, Thiel).

Perhaps they are planning to install Vance under pretense of health problems, and know that the US will erupt when they do.
