Do you think that when Congress returns tomorrow, that the Republicans [View all]

will move to place Trump's tariffs into effect? It's the last card he can play other than to defy a potential SCOTUS decision that he doesn't have the authority to unilaterally place tariffs, esp. if there is no "emergency".
