very specific language preventing Trump from taking any such punitive actions.

It is no longer adequate to say that it must include, at minimum, the extension of ACA premium support. It now must GUARANTEE that there be no retribution in the allocation of appropriated funds. So Senators and Representatives, get to work on that.
