I haven't heard or seen anything about ATF or NIOSH making changes lije that.
But, who knows if enforcement has been starved.
Besides all that, the cost of following regs is not that high. It would be idiotic for a site making explosives to relax on safety just because it's not requires by law.
There just isn't enough money to be saves to make a significant difference in financial performance.
But, increasing the risk of disaster is obviously going to take place.
