Who are these people being given free rein to terrorize their fellow citizens?

Some seem like "free agents". What are the qualifications, and screening process?

Who is directing them to humiliate women by removing parts of their clothes, so that their bare bottoms or breasts are exposed?

Why are they harassing and roughing up American citizens?
