Yesterday

Even though Congress rejected ratification of the comprehensive nuclear test ban treaty in 1999, we have observed it by continuing the moratorium.

I believe Trump means to end that. The hated Clinton's advocated for the ban and therefore any good that came out of the effort must be erased.
