2. There is no way any legislative body will get ahead of this in time. But many will never get built or turned on.

Like the days of fiberoptic cabling where folks laid cable in anticipation of being able to sell capacity in the future at a premium, only to never see the demand get that high. Empty lots and giant data centers will remain empty or become warehouses but never power gobbling data centers.
