Please point out to me where, in his dissent, he says Congress can override the Constitution.

Yes, he said Congress can pass a law that excludes children born to people who are not here with legal blessing - not because he believes Congress can override the Constitution - but because he, like the 4 dissenters, does not believe the Constitution is the source of their citizenship.

Your contention is that he believes it does. So give me the passage in his dissent that says that
