Or The UK Parliament: "All waters beyond the territorial seas are informally known as international waters, although this is not a defined term in UNCLOS. International waters is a broader term than the high seas, as it includes contiguous zones and EEZs."
In no way is that position "plausibly within Israel's domain". You're not reading the site well, that's all. Israel does not claim the boat had entered its EEZ.
You don't need permission to travel through an EEZ, so there's nothing that can be read into Egypt not commenting.
