Complainant 1 (i.e., Coristine) is the only one saying anything about that. They have to arrest and charge based on the complaint (and, of course, the fact that he was indeed beaten bloody), but unless there's a confession, there's not a whole lot to go on for a charge of unarmed carjacking. According to the report, the woman he was with (C-2) did not even confirm the claim: the report states only that C-1 (Coristine) "saw the suspects approach and make a comment about taking the vehicle." That's pretty slim for a carjacking charge.

It will be dropped. This will go to simple assault if that.
