16. That's a "local police" issue

NOT a Homeland Security/ICE/National Guard issue.

Here in Philly, we have the infamous (who even had their own "reality show" ), PPA (Philadelphia Parking Authority), who patrol the streets for a multitude of things - obviously illegal parking, parking in a spot with an expired parking meter, and more recently, missing/damaged license plates and other types of vehicle infractions that include ATVs, dirt bikes, scooters, parked on sidewalks, etc. (they even host auctions of those that are confiscated). They'll pull up a tow truck in seconds and the vehicle is gone and deposited in some $250/day storage facility!
