22. I'm confused

I see articles saying "authorities" are rounding up mopeds, etc. What authorities?
It seems like there really is a problem caused by booming food deliveries and 2 wheeled vehicles should but often don't comply with traffic and other regulations. But this is a local, not a Federal issue.
I don't see why Homeland Security/ICE/National Guard should have anything to do with it, and rounding up vehicles without proper citations over actual violations is not law and order, its' theft.
This seems less about safety than about how to destroy the economy of a large Blue city.
