Great way to inspire tourism!
Here in Philly, which is about 2.5 times larger than D.C., we have that Parking Authority to take care of those vehicle issues (including booting vehicles) so the police can take care of more serious criminal activities.
But the problem with D.C. is this amalgam of "federal" and "municipal" due to the blend of local/residential areas with actual federal property.
I have been to Dupont Circle decades ago (stayed at the Washington Hilton back then) and the park part is managed by the NPS who have their own be-hatted Park Rangers and park police (the NPS has bike cops here in Philly within the Independence Mall area and I expect down there as well). But another part of the problem has been to completely decimate the NPS (and their Rangers & police) and then whine about imaginary "rampant crime".
