31. I would lay the fault for that on DC government

If motorists in DC are not aware that vehicles being used on city streets need to be licensed and insured, that would be the responsibility of the city government. That requirement exists in every city in the US.

If they are impounded, the owners will be able to retrieve them if they show they have valid licenses, proof of insurance, and pay the impound fees.
