39. Mopeds in DC require a driver's license, registration, insurance

Same as cars or trucks. If those aren't valid, vehicles are typically towed and impounded.

In addition, emission testing and a helmet is required.

The owner can get the vehicle out of impound by showing proof of all three items and by paying the impound fees. If they aren't claimed in a certain amount of time they are disposed of. Standard practice in nearly every city. They don't let an unlicensed driver drive away in an unregistered or uninsured vehicle.
