53. I don't think there was any "thought process" involved other than harassment

ignoring the fact that the places where they have been prancing around, are the tourist areas, where probably 90% of the people walking around there are from out of town (not residents) and the rest work in the area. It's also where the media "is", so they can have them capture it all "on camera" to help boost their nightmarish "reality show".

Remember, almost everyone in this administration, from the very top at 1600 Pennsylvania Avenue, down to the lowest appointees, were "entertainment" figures (and/or worked in the field), and were involved in some kind of broadcast and/or streaming outlet.
