Before DOGE was called that it was the United States Digital Services and they were charged with the same thing and over the last 8 years have done tremendous work in that respect including the IRS free e-file that Trump is now dumping so Intuit and H&R Block can make more money. So all that's happening is he's junking the name DOGE and putting this guy in charge of what already was there and before Trump came along working hard at this very same thing.
My guess is he's doing this because the law that originally created this has something one of his lawyers realized he would be violating if they didn't get it back on track.
