They haven't "caved" in LA. There are court orders in place there for ICE and an ongoing case for the National Guard -

And Washington D.C., being primarily under the control of Congress per the Constitution (with some "Home Rule" provisions), is faced with the "absent" loon RW GOP Congress, which has so far ceded the nonsense that 45 has been doing there, although that option is only legally available for 30 days before Congress must give explicit approval to extend it.
