22. How does any of this signify safety or security for the hostages?

They were abducted by force. There is plenty of evidence that they suffered extreme abuse by their captors. For two years, whether they live or die was entirely in the hands of their captors. In no circumstance did this make them safe or secure.

Hamas caused their deaths and abuse in captivity. I am hard pressed to associate any of this with safety or security.
