He thought the American people would love it - improving the White House and it costs nothing. Shows him as a strong leader, making bold changes that "weak" presidents would never make.

In reality, it's all about his ambitions to be a dictator, his ego and his grifting. It is another way of him displaying that he can do anything he likes, because he's the King, so accept that. It's about making him feel powerful, having another thing to boast about, and impressing his oligarchs and other "strongmen" fascist leaders. It's about taking donations to fund it and using the presidency to reward the donors with favorable treatment and creating channels of corruption involving ongoing symbiotic relationships that bring him more wealth and power.
