It's pushing water up into southern Jamaican and Haiti and it is still crawling along at 3 mph so that compounds the pounding.

Usually these things move anywhere from about 8 - 12 mph, so it's almost like happened with Hurricane Harvey over TX where it just sat and spun and slowly drifted around and out into the Gulf and came back in again, just dumping "feet" of rain.
