The Japanese wouldn't make a mistake like that. They know the difference between a yen and a dollar, and they're a very detail-priented people.
He just says whatever he feels like saying. I doubt that the concept of "truth" vs. "lie" even means anything to him at this point. Anything he wants to happen (like Toyota investing billions of dollars in the U.S.) is already real to him as soon as he thinks of it, and he'll declare it to be so without a moment's hesitation.
If there was once a time when lying was a conscious act for him, something he did deliberately, even strategically, that's no longer the case from what I can see. The line between reality and fantasy is getting weaker and weaker for him, if it even still exists. He just opens his mouth, and whatever comes out is real to him, at least in the moment. He may forget about it 5 minutes later, but it was real to him when he said it.
I'm sure I don't need to mention how ludicrous (and dangerous) it is for someone whose sense of reality is flickering like a failing fluorescent tube to ne running a country,, but here we are.
