These were common citizens living in Venezuela out on a fishing boat. Their individual names weren't on any list until they were murdered. Where would they get the names unless they were working with the Venezuelan government? Which we all know they aren't. The Admiral quick made up a list and put their names on it. Then you kill them once they were drowning out at sea. That's still illegal even if their names magically appeared on a super secret list.
