the most progress they made prior to trump was under GW. When my contractor job got changed to a GS, I lost 2/3 of my salary because of the low pay scale of the government. And bush was changing everything from military to civilian... I have no idea why my job got caught up in the reverse scenario... except that it was an ongoing, must-have War College education job. Funny thing is, I remember a time when my job WAS being done by green-suiters... and they couldn't keep up with the changes in tech, which, among other things, pushed it to the Contractor scenario. Bush found a way to not give it back to the green-suiters, keep the contractors, and pay them all huge amounts less of money... all the while changing our retirement and other benefits (that was suppose to make up for the less desirable pay). Didn't hurt there were more than a few of us who were dedicated to the civilians AND green suiters we were working for.
